November 4, 1887 Posiet presented to the Committee of Ministers a new idea to start construction of all the three lines - the Mid-Siberian, Trans-Baikal and the Ussuri ones - next year. It was supposed to start logging all the necessary wood and stone materials, rails and fastenings and rolling stock. Without waiting for the results of preliminary research, the Minister of Communications requested 4 million rubles for preparatory work. The Minsiter of Finance refused to grant Vyshnegradsky the required amount.
